[Bug] Build failures on ROS Buildfarm for RHEL 9

Describe the bug

Binary jobs for Iron targeting RHEL 9 have been failing recently

If the intention is not to support RHEL 9, we can blacklist the job from building on the buildfarm. Please let me know.
