Coordinating issue for the 1.65.x release scheduled for September 25, 2025

Below is the list of blocking issues that must be resolved before the release can be finalized, as well as a list of nice-to-have fixes or enhancements that may be included if time permits.

It would also be great if this PR #16231 could be reviewed/merged as well, then we get fixed the most important browser-only issues with filesystem could be completed in this release 🙏
