Feature Description:

Update the built-in extensions to target version 1.104.x to align with the ongoing API compatibility work and ensure consistency for the upcoming 1.66.x community release.

• Requires completion of [vscode] API evolution (public and proposed) and menu extension points between 1.102 and 1.104 #16134
