[operator] React on Modified Amount of Min Instances #442

Is your feature request related to a problem? Please describe.
I want the default EagerStartAppDefinitionAddedHandler to react on any modification of an AppDefinitions min instances.
Describe the solution you'd like
The modificaion should either increase the amount of prewarmed pods or reduce it correspondingly, if the prewarmed pod is not used anymore.
Describe alternatives you've considered
I think there is no alternative solution to this problem.
