Instance deployment get stuck if a reconcile job queued during another deployment

During an instance deployment, if a new job is queued due to reconcile interval, this job will be skipped by API. However, the summary job ID will be increased by the new job and the deployment will get stuck with no status update. The issue will remain until the next reconcile interval.
