All 'question' and 'needs discussion' issues have been moved to Discussions

Heads up that I've taken the liberty of migrating all issues that were marked as "needs discussion" or "question" over to the discussion forum, to give them a bit more visibility, and make it clear that we welcome everybody to chime in with their views.

(Fwiw I am not 100% sure that this was actually the right thing to do for all issues, but we can still easily migrate any particular issue back)

Of course, as soon as discussion reaches a point where we've decided on a course of action and want to start working on a fix, improvement, or new feature, we can use the forum functionality to create a new issue from the discussion.
