[Improvement] File upload: preview #3945

Hello,
On our platform we're currently using another file upload design. I'd like us to move to ECL design there, but I'm sure my colleagues would want to keep the 'File preview' that we currently have. It's a multi-step process where you first upload, and then 'commit' the file.

And on hover:
Right after uploading (checkmark appears for a second), and if preview cannot be produced (e.g. PDF file, grey blob is shown):
