Add all currently collected papers and links from Google Docs/Basecamp to Resources/Bookshelf

I gotta-start-somewhere'd a Resources/Bookshelf page.

This serves two functions:

• A place to point people towards for educational guidance
• A digital representation of the bookshelf we had just begun to start in Berkeley
• An awesome list, of sorts

This needs to be filled out with papers from Google Docs, Basecamp, and other places we've collected over the years.

@pcbermant, can you add the relevant Hilbert Huang papers/book/references you've linked to in the audio_representation_toolkit you've been working on?

@radekosmulski, would you do the same for object detection on audio?

(It strikes me that we may want a bot to detect links to papers and auto-open an issue here.)

In this Google Doc, I have started to compile all of the reference material. I'd really love to add notations, similar to how James Nestor annotates his bibliography for his latest book.

No problem at all. There is much that is missing that I have yet to add (like biology specific papers), which I can do. However, I’d like to ensure we have a system to avoid the Bookshelf becoming stale. If there is only one owner (me), I think we’re doomed given the speed at which new ML research is published. Open to suggestions here. One idea, if we share a paper among our team within Github or Basecamp, is there an easy way to trigger an issue (or task) to add it to the ESP Bookshelf?
