Migrate from `camel-case` to `change-case` in html-minifier-terser

this depends on camel-case and param-case, both of which are deprecated.

both can be replaced by change-case by the same author.

Note that the package hasn't been updated in 1-2 years, so im not sure how much luck we will have

Another note, this is ultimately to be pulled into vite-ssg maintained by anthony. if we can't get html-minifier-terser updated, its also possible we could use an alternative HTML minifier if one exists
