BC website outage prevents software from starting

The software currently heavily relies on the BC website during startup. When the BC site becomes temporarily unavailable, the software fails to start or run properly, which significantly affects usability.

Suggested improvements:

1. Support for multiple content sources:
   The software should be able to fetch content from multiple sources (e.g., mirrors or backup domains). When the primary site is down, it should automatically switch to an alternative source to ensure continuity.

2. Local caching mechanism:
   Critical data (such as bc url configuration files) should be cached locally. The software should be able to start and operate in offline or limited network conditions using cached data, and update automatically when connectivity is restored.
