If a build task doesn't come up within a given timeout (5mins by default) fail the build

Sometimes due to whatever reason, the build task might be taking an extra ordinary amount of time to get going. In this situation, it's probably faster to shoot it in the head and re-try it elsewhere _on another slave_.
