Think further on the ALL vs SOFT distinction

Especially in `MULTIREWEIGHT`, which is the only place where we have an `ALL` pingability after being locked. In a lot of places, `SOFT` is used when doing a "staleness guard". It also allows for roots that are simultaneously reweighting to communicate. Maybe it matters, maybe it doesn't?
