feat: allow moderators to change post/answer author #328

Sometimes people leave organizations and posts are left with no ownership. This should be manageable by the Q&A moderators.
📝 Proposal
Add a new input that allows modifying the author of post/answer for moderators. Check access rights in the backend as well if the author is changed so that it's only possible by the moderators.
