feat: webhook support #327

🔖 Need
To support migration to some other systems, it would be really nice to provide webhook support where events from other systems could be pushed into this plugin to keep the data up to date with a third party system during a migration.
📝 Proposal
Implement an incoming webhook receiver that can take events from third party systems and transform them into data that can be stored in this plugin.
for example StackEnterprise - https://stackoverflowteams.help/en/articles/9660184-generic-webhooks
This would need a tool to do an initial load of existing data before enabling the webhooks.
