Should followed entities generate a different Notification scope?

I'm implementing in my org a notifications provider, but It would be really helpful to differentiate proper notifications (things that are directed to you) from tag notifications.

receiving lots of email notifications for tags you follow, as an example would discourage people from following and reading these emails

Anyone faced this problem? I have some ideas like separating notifications, or specifying the scope so that we can handle this on the Notifications Processor
