Enabling multiple subaccounts for drift vaults

Here's a rough sketch for enabling drift vaults to use multiple sub accounts:

• change drift vaults ix to pass in list of users
• change vault equity calculation to take a list of users
• allow manager to init new users
• update delegate applies to all users
• have vault manager set a withdraw account (default to 0)
• enable transfers between to user accounts w same delegate in protocol-v2
• liquidations update all users delegate

Is it possible to have different delegates for each subaccount? It could open up the vault design space such that the manager acts as a fund allocator to multiple delegates

could potentially add a delegate account that stores a vec of delegate keys, might be tricky tho

dont you already set the delegate on the user account level? think this is do-able with current setup
