SFTPGo randomly stopped working overnight, HTTP ERROR 404 Not Found

SFTPGo on windows, stopped working over night, rebooted, and updated to latest version, still same error. Service is running, when I navigate to http://127.0.0.1:8080/web/admin I receive the following:

HTTP ERROR 404 Not Found
URI:	/web/admin
STATUS:	404
MESSAGE:	Not Found
SERVLET:	-
[Powered by Jetty:// 9.4.49.v20220914](https://eclipse.org/jetty)

since reboot and updating didn't make a difference, not sure how to proceed. thank you.

this is not SFTPGo, you have installed a different software running on port 8080

I considered this possibility but I shut everything down that I could in task manager and closed every open app and it's still like this, I have no idea what it could be. I haven't installed anything recently. How would I trace a port back to a program?
