Revert .dotnet dir removal #5374
Description
The changes in dotnet/dotnet#2895 updated the pipeline to remove the .dotnet dir that was created for the use of MicroBuild. That change should be reverted once dotnet/arcade#16091 has been implemented as it will allow MicroBuild to have it's own separate installation of .NET SDK.
