As an aside, why do the dotnet/installer tags get created before all source artifacts are published?

The tags don't actually exist in the installer repo until the day of release. If you're referring to how GitHub displays "tagged this 3 weeks ago", I believe that's just because the commit it's referring to was created at that time. This tag definitely didn't exist 3 weeks ago.

I think they meant that often creating the tarballs on release causes errors. At the very least, that has happened to me a few times, as I have a GitLab pipeline that autocreates the tarball on release. I've had instances where a component (say sourcelink) hasn't pushed the commit that installer refers to yet, causing the pipeline to fail.
