Simple question about ChangeToken.OnChange implementation

Why previous callback registration never disposed but only replaced by next IChangeToken callback registration (disposable)?
Callback resources were obtained but not released.
Just the last registration disposed at the end (at ChangeToken.OnChange(...).Dispose()).
