Description

The page Install the .NET Framework 3.5 on Windows 11, Windows 10, Windows 8.1, and Windows 8 (code) proposes to install .NET Framework 3.5 via offline installer of .NET Framework 3.5 SP1.
This approach just doesn't work on Windows 8.1 64-bit (and probably other affected systems, where .NET Framework 3.5 isn't available initially) - the offline installer of .NET Framework 3.5 SP1 requires installed .NET Framework 3.5.
So when you start dotnetfx35.exe (downloaded from the .NET Framework 3.5 SP1 Download page), it just shows the dialog
image.
