ANCMPreConfiguredForIIS and the option mentionned in #19450

Two questions:

• What is the option mentionned in issue #19450?
• Does the ANCMPreConfiguredForIIS still required?

Since the websdk repo moved, the original issue is no longer available (https://github.com/aspnet/websdk/issues/564), I can no longer find any reference to ANCMPreConfiguredForIIS.
