When to resuggest ideas

Async model validation was dismissed and the issue closed. However the closing message doesn’t suggest the proposal will never ever be considered, so isn’t it better to keep the issue open and just prioritise it appropriately? Otherwise, when is it appropriate to raise the issue again to see if the team has changed their mind?
