cant build sqlclient package

currently I open git bash and type msbuild to build but give me that error

I am very sorry to not unawsner for swithching new pc.......and few days i try to build and i still gives some error but like the one i posted a year ago

i installed .NET Framework 4.6.2 Developer Pack Offline Installer!

Currently this is .net sdk installed in my pc

The RunTests target is indeed broken. I'll reply with a working set of targets to get you unblocked tomorrow!

My mistake - it was the BuildTests target that was broken. Fixed by #3498
