Support setting owner when adding website. #7
Description
Burton should allow the user to set the owner for new website directories. The user could choose from the list of extant users, or add a new one.
The list of owners should be stored in the Burton configuration file:
website_owners=foo,bar
When adding a website with a new owner, add that owner to the Burton configuration file list.
