set minKubeVersion in operator csv spec #1138

Problem description
In last release PR in redhat-openshift-ecosystem/community-operators-prod redhat-openshift-ecosystem/community-operators-prod#4619 a warning was raised about spec.minKubeVersion not being set in pelorus opeartor CSV
Get lowest OpenShift version pelorus is allowed to run and set its Kubernetes version as spec.minKubeVersion in https://github.com/dora-metrics/pelorus/blob/master/pelorus-operator/config/manifests/bases/pelorus-operator.clusterserviceversion.yaml
