Custom Certificate for Jira #1113

The ability to add in custom CAs is available in Pelorus as documented here:

The functionality to connect to a Jira URL signed with an internal CA with the Failure Time exporter doesn't currently exist. Also the ability to set TLS_VERIFY=FALSE doesn't exist.
Enabling one of these features would be wonderful.
How this will help you
A lot of internal Jira systems are signed with Internal CAs which means Pelorus Failure Time exporter can't get metrics from these systems.
