Raise Uploads Limits

Discord has raise the user's uploads to 100MB (I'm not even restricted anymore tbh) but they are still restricted to 8MB for bots.
So I still get:

discord.ext.commands.errors.CommandInvokeError: Command raised an exception: HTTPException: 413 Payload Too Large (error code: 40005): Request entity too large

They're only 100MB if you have Nitro or you're uploading to a level 3 boosted server.
