Pricing Question

I am creating an app that requires users to fill and sign documents through a client-portal.
There will be documents will contain:

• Fields and no signature
• Fields and signature

I plan on creating them using /pdf/templates, and to submit them using /submissions to get the slug to use in the Embedded Signing.

Now my question is:
Am I going to need to pay 0.20 for each documents my use is opening with the Embedded Signing in my client portal (even the one only requiring the user to fill fields and not to sign)?

Is there a workaround to limit the costs?

@LilHenri75 with API/embedding all completed submissions are billable (both with Signature field and without Signature field but just text fields)
