Publishing version 0.7.0.6

I accepted the change that would fix compatibility with GHC 8.8.4, I am running into permissions issue when uploading package candidate though (haskell/hackage-server#248). I'm not listed as a user that has permission to upload and think that is the cause. Once I get that sorted through. I can finish the release for version 0.7.06

I emailed hackage-trustees@haskell.org to get uploading access and will be able to publish the package candidate.

I was informed by Hackage email group that I needed to create upper bound for dependencies using cabal gen-bounds so creating that and incorporating it into the 0.7.06 release tag.

I'm using stack sdist command to create the .stack-work/dist/x86_64-linux/Cabal-3.0.1.0/docopt-0.7.0.6.tar.gz tarball to upload as package candidate

Found out also have to bump the cabal version to 1.10 in docopt.cabal just to upload a package candidate

Version 0.7.06 is now available as a package candidate. https://hackage.haskell.org/package/docopt-0.7.0.6/candidate I will publish it once I validate it working as expected in a separate project.

I published 0.7.0.6 but unfortunately it failed to build due to the upper bounds of template haskell not matching the GHC (I didn't know that versions of template Haskell are tied to specific versions of GHC).
