Busy Job cannot display real output. it always show "Empty output"

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Busy' menu
2. Click on any 'busy job'，it always shows “Empty output”
3. But devTools of browser network show output contents is not empty.

Expected behavior
Busy Job displays realtime output.

• OS: docker image 4.0.5 runing in k8s with 3 server nodes
• Version: 4.0.5
• Executor: shell
