Provide support for SystemDirectories (XDG_DATA_DIRS, XDG_CONFIG_DIRS, /Library/Application Support, %PROGRAMDATA%, etc) #59
Description
At the moment support is provided for user-level directories of various kinds, but it would be great if there was support for system-level configuration directories too, as they're often used as a fallback in applications if user-level configuration can't be found.
