Hangs when laptop is not plugged in

Windows Home adds a scheduled task to the queue, but it will not run this task if the power source is not plugged in. This causes builds to hang.

Recommend scheduling task using Task Scheduler schema, since command line doesn't have an option to turn off this flag.

There is a better way to call task manager. This is to call via powershell. See https://github.com/dhoer/choco-screen-resolution/blob/master/tools/chocolateyInstall.ps1#L43-L56.
