Plugin Builds (WORK IN PROGRESS)

This is a placeholder for a Plugin Builds specification, allowing applications to (optionally) export a chromeless plugin entrypoint for embedding in other DHIS2 applications (and possibly in external dashboards, eventually)

This blocks dhis2/maps-app#410, among others
