Ensure future secondary programs can't add bright objects to the ledgers

For main1, when we wrote formal secondary targeting files, we included a check that secondary targets couldn't add bright objects to the MTL ledgers.

This check vanished for main2. Make sure it's back in place for any future secondary targets.
