Spike: Actions that can be taken within the VBA alerts

Description

We need to understand what actions can be taken for each VBA alert that is being surfaced on VA.gov for the various VBA alerts that a Veteran could receive. The following two documents align with the content that is surfaced on VA.gov:

• Short message
• Detailed message

• Figma designs from FM team for VA.gov (please know that the content does not align with the limited and detailed messages)
• Diary codes are an internal code used by the Debt Management Center to track the status and next steps for a debt. They do not need to be shown to Veterans, but the team has established debt status messages in Veteran-facing language that clearly communicate the current debt status to Veterans.
