[FE] Implement action sheet/bottom sheet (payment option)

Description

We need to implement the navigation for a user to make a payment towards their Copayment or Overpayment debt(s). When a Veteran makes a payment toward their copayments they are taken from the VAHB to a new browser to the unauthenticated view of pay.gov. When a Veteran makes a payment towards their Overpayment they are taken from the VAHB to a new browser to the unauthenticated view of to pay.va.gov
