[FE] Create a high-level overview of the user navigation for Overpay/Copay feature

Description

We need to develop a skeleton view of how a user would navigate within the overpay/copay feature. This ticket will work to create the ways a user can navigate within this feature, so that it will make it easier when we are ready to build individual pages for this feature.

Note: This ticket will exclude the menu for a user to resolve the debt (as this will be in a separate ticket).
