Sunset of Delta Standalone and dependent connectors starting in the Delta 4.0 release

Currently, Delta Standalone and its dependent connectors, including Delta Flink and Delta Hive, are no longer under active development. I am proposing that starting in Delta 4.0 we no longer release these projects as part of the 4.x Delta releases. These connectors will continue to be supported in maintenance mode and will receive critical security fixes and high-severity bug patches from the 3.x series (with a Delta 3.4 released planned sometime in Q2).

Going forward in the 4.x series we are committed to a full transition from Delta Standalone to Delta Kernel and a future Kernel-based Flink connector.
