In accordance to the updated incubator graduation guidance (thanks @rtyler) and our voting procedures, I would like to put up to vote (+1 or -1) to graduate delta-kernel-rs from incubation to delta-io. If you vote -1, please provide context/reasons for the -1 vote.

• At least 6 months in incubation: This project started incubation in May 2023 and as of today 888 commits.
• Developer Certificate of Origin: DCO is enabled for all incubator projects
