Factor out HTTP proxy and link rewriter #7

Deliverance's HTTP proxy and link rewriter are really nice, but also really hard to consume outside of Deliverance. I've repeatedly copypasted that code into other projects. Apparently others have too (natea/Motini#13) so it's not just me ...
This code should really be extracted somehow so that it can be consumed, by the rest of Deliverance and by other things.
