Allow disabling version label

I want to use dekorate to generate the initial manifests for my projects, but because of the automation I have I don't want to add changing values like `app.dekorate.io/commit-id` or `app.kubernetes.io/version`

For the version I could force a specific version, but then other tooling breaks
