Refactor Software Factory to use the uds-cli to create a Software Factory UDS Bundle

Currently the UDS Package Software Factory is a Zarf package that imports many UDS Capability Skeletons. These capabilities assume their dependencies are met.

We are shifting to now use the uds-cli to create a UDS Bundle. This UDS Bundle needs to contain these Zarf packages.

• Gitlab
• Gitlab Runner
• SonarQube

This version of the UDS Software Factory will assume all of its dependencies are already created and available.

Acceptance Criteria:

• UDS Software Factory Bundle deploys successfully.
• All current E2E tests pass.
