Question about the eplb mechanism

May I ask a question about the eplb mechanism that I've check the eplb's source code and find that the algorithm only cares about the intra-node eplb not the global inter-node eplb. I don't know if I understand correctly. If the expert group balance does the global inter-node balance first on the higher level? Thx.
