We'll be onboarding a new hire in the next few weeks, and we'd like to make it as easy as possible to get started with the dispute tools app!

• Is there any low hanging fruit (ie documentation) we can write for new developers?
• Is there a docker image that is current? If so, can we write explicit instructions for this somewhere at the top of the readme?
• Is discourse required to test and update the dispute tools frontend?
