Administration functionality within CLI

I envisage the CLI as being another way of managing/administrating a datalab instance. Any functionality/routes added for the web admin dashboard can thus be added here too, with much more flexibility (e.g., bulk adding users, equipment etc).

Could also be a way to dynamically change policies/settings of running datalab instances (maybe this is a can of worms).
