Description

Enforce that the same UCX version is installed across workspaces when doing an account install that installs UCX on many workspaces

We need to be clear here on the scope of enforcement: in general during UCX upgrades in particular it will be normal, expected (and unavoidable I think) for different versions to be deployed to different workspaces with the same metastore attached, and this will be observable when querying and/or updating anything in the multiworkspace database.
