Problem statement

Let ACLMigrator migrate catalog and schema grants, where it currently does not.

Proposed Solution

Include catalogs and schemas grants in the ACLMigrator. Also update the CatalogsSchemas to reuse the ACLMigrator to avoid duplicate code
