Should we allow uninlined format args?

We've been bumping rust version, and the bumped rust-clippy dislikes not inlined format arguments.

Disallowing not inlined format arguments will lead to hundreds of lines of edits, it can make the bumping PR #9540 really huge.

The vote took place for 1 hour and 7 votes were collected, with a majority of those voting in favour of allowing the Lint. The Lint will therefore be allowed.
