Allow periods in S3 bucket name

AWS does not restrict creating S3 buckets with dots in their names, but dataall does. 

Users with prod buckets with periods in the bucket name, are unable to onboard datasets onto data.all. 

We should allow having periods in the s3 bucket name - except for as first and last characters
